Consider granting 'clemency' to some 'bad' people;
Let empathy and compassion change some foes to friends.
Examples:- Beggars filching for food pure and simple;
Maybe you could include strays who wish to make amends.
Examples:- The Clintons and Obama's surrogates...
Noblesse oblige should be apt for befuddled scapegoats;
Conditional pardon could open wide the floodgates;
Your triumph I foresee...and how proudly Uncle Sam gloats!
